The Harrisburg City Council approved Resolution 2024-14 to accept a voluntary petition from James Lovett to annex approximately three acres on the south side of 270 Second Street, near South Dakota Highway 115, into the city limits and to zone the property general business.

Planning staff (Speaker 3) presented a map and said the petitioner submitted a voluntary annexation petition and has signed an annexation agreement. Staff noted the land will be required to submit development plans and follow the city’s ordinances. The council discussed that future development would normally require city sewer and water connections; a temporary holding/septic tank might be possible in the short term depending on the intended use.

After the presentation and a brief council exchange about utilities and timing, Speaker 5 moved the resolution and it was seconded; the council approved the resolution by roll call.

The annexation brings the property within Harrisburg City limits and will subject any future development to city permitting and utility requirements.
