Neosho council annexes and rezones Lynn Lane property to allow water, sewer connections

The Neosho City Council voted unanimously on Nov. 5 to annex property at 12891 Lynn Lane and rezone it from R-1 to C-3 commercial business district, allowing the owners, Tiffany and Chris Bevis, to connect to city water and sewer.
City staff said the property was properly posted and reviewed by Planning and Zoning, which recommended approval. Richard (city staff) told the council the owners petitioned the city for annexation so they could hook up to utilities. "The property owners have requested the annexation for the purpose of connecting to water and sewer with the city," he said.
Council members asked about delays in the application and raised concerns about property owners who build outside city limits to avoid permitting, then seek annexation. One council member noted the city can refuse annexation if structures do not meet city code: "If they're building substandard, if they're building outside of code... then we don't have to annex them in," a staff speaker said.
The council passed both the annexation ordinance (Bill 2024-96) and the rezoning ordinance (Bill 2024-97) by a 7–0 vote. The rezoning approval will allow the owner’s business use — described by staff as a children’s event center — to be consistent with surrounding commercial zoning.
