Evansville MPO approves TIP amendments, adopts 2025 safety targets and signs FY25 MOAs; announces Section 5310 call for projects

The MPO approved three TIP amendments adding preliminary engineering and future construction dates for several highway projects, adopted statewide 2025 safety targets, approved FY25 MOAs with METS and HEART, and announced a Section 5310 call for projects with applications due Dec. 2, 2024.
The Evansville Metropolitan Planning Organization Policy Committee approved a package of routine items and heard an announcement about discretionary transit funding.
Pam presented three TIP amendment requests from state DOTs, asking the committee to add: (1) a US 41 intersection project at Lynch Road with preliminary engineering in 2025–2026; (2) an I‑69 pavement project with preliminary engineering in 2026 and construction in 2029; and (3) an intersection project at Covert Avenue and Riverside Drive with US 41, with preliminary engineering in 2026 and construction in 2029. A motion to approve the TIP amendments was made and the committee approved them by voice vote.
Pam then reviewed informational TIP modifications, including an updated cost estimate for a countywide bridge inspection contract and a slide project that had a DES number added and funding updated.
On safety targets, Pam explained federal requirements that state DOTs set annual targets for five safety performance measures and that MPOs must adopt or support those statewide targets within 180 days. The committee moved and approved a recommendation to support and adopt the statewide safety targets for NDOT and KYTC for 2025.
Jennifer presented the MPO’s fiscal year 2025 memorandums of agreement for METS and HEART, which describe MPO activities and compensation for the year and the responsibilities METS and HEART must complete. She told the committee there were no major changes from the prior year. The committee approved the MOAs by voice vote.
Jennifer also announced the Section 5310 FY25 call for projects, which opened Nov. 1, 2024; applications are due Dec. 2, 2024. Eligible projects include acquisition of buses and vans, wheelchair lifts, ramps and securement devices, transit‑related information technology (scheduling/routing/one‑call systems), and mobility management programs for seniors and people with disabilities. Eligible applicants include nonprofit organizations that provide transportation for seniors or individuals with disabilities.
The chair called for approval of bills and the committee approved the consent/finance items by voice vote. During comments Rusty noted that at a recent Community Crossings awards event in Pike County, more than $17,500,000 was distributed across district communities, several of which are in the MPO area.
The committee set its 2025 meeting dates (Jan., Mar., May, Jul., Sept., Nov.) and adjourned.
