East Dundee approves engineering agreement for Barrington Avenue resurfacing; federal funds and lead-service survey discussed

Trustees approved a resolution authorizing the village administrator to enter into an engineering services agreement (firm identified in the board packet) for the Barrington Avenue resurfacing project.
Trustees and staff discussed whether engineering should include a feasibility study for a protected bike lane to link downtown to the terrace and future developments. Trustee Andy urged the board to evaluate whether protected infrastructure could be included in the engineering cost to connect downtown bike routes; staff agreed to explore including that scope.
Consultants explained the STP project limits run from IL-68 to Van Buren. They also said previous work in the late 1990s replaced service lines between the main and the meter boxes. The immediate engineering work will include a survey, sometimes called potholing, to determine whether partial or full lead service lines still exist between mains and meter boxes; if non-lead material exists between the main and the meter box, full street excavation for lead replacement would not be required.
Funding for the construction phase was described as nearly $500,000 (consultant projection) with a 75% federal/25% local split available through KKCOM and CMAP. Trustees noted the importance of confirming whether the resurfacing work should be designed to accommodate truck traffic and whether lead-service-line replacements should be coordinated to avoid repeated disturbance.
