Sutherlin agrees to assume management of the Sutherlin–Oakland Enterprise Zone

City community development staff briefed the council on the Sutherlin–Oakland Enterprise Zone after the zone manager indicated they would discontinue management services December 31.
Brandy Banderas, Community Development, asked the council for consensus that the City of Sutherlin assume management duties. Staff described the enterprise zone as a state tax incentive program that supports manufacturing and production investments; the zone can offer temporary (commonly three to five year) property tax exemptions for qualifying businesses, often accompanied by payments in lieu of taxes. Staff said Oakland and Douglas County remain sponsors and that the city’s taking on management helps retain the zone as an economic development tool.
Councilors expressed support by consensus and staff asked that the minutes reflect the agreement to manage the program. Staff noted the workload is seasonal (e.g., exemption filing periods) and not generally labor intensive on a daily basis.
