During public comment at the Sept. 17 meeting, resident Janet Meter asked the Columbia Gateway Urban Renewal Agency board how many people were notified about plans to spend roughly $2,000,000 on the Basalt Commons and how those notices were distributed.
"How many people you notified that you were planning to spend $2,000,000 to build the basalt commons, and how did you notify them?" Meter asked, adding that many residents do not have internet access and might miss website postings.
Staff replied that agency meetings and notices are posted on the city's website and that a media contact list receives meeting notices, as is consistent with city council practices. Staff clarified that land-use applications require direct property-owner notices while urban renewal financial discussions follow a different noticing process. Staff offered to provide a written budget breakdown showing the dollar amounts the agency is handling.
Meter also raised questions about whether system development charges (SDCs) are involved and suggested ideas for downtown uses, including a potential trade school or amphitheater. Staff said they would follow up and could provide the requested budget detail.
The meeting did not include board action on Basalt Commons; the exchange occurred during the public-comment portion of the agenda.
