Staff also noted the city received a Transportation and Growth Management (TGM) grant to hire an engineering firm to lead community workshops and design a circulation plan for the lands around Central Avenue, which will inform how Dakota Street ties into the signal project.
Councilors asked whether the Oregon Department of Transportation would cover construction; staff responded OTIB would provide upfront funds that the city would repay and that ODOT would not be paying construction costs directly. A motion to authorize the loan application passed by voice vote; staff said subsequent steps include procuring engineering and moving to construction following design and RFP processes.
Staff projected the work would proceed over multiple years with a target schedule in the mid-2020s; exact bid and construction timing depends on engineering, design and funding approvals.
