Sutherlin opens public hearing on HUD pro-housing grant to support workforce housing

Janelle Fuller of HADCO introduced the opportunity and said the grant could provide about $7,000,000 toward the proposed housing project. Shanille Koehler, Executive Director of the Housing Authority of Douglas County, described grant eligibility rules, noting the program requires proposals to ensure at least 51% of produced or preserved units directly benefit low- and moderate-income households, except for certain new construction activities where 20% is allowed. Koehler said local demographics support meeting the 51% threshold and that applications may tailor unit mix to household sizes rather than strictly by unit type.
Councilors asked for income-level clarifications. Staff said income limits vary by household size (a single-person example figure was discussed by staff as about $28,000 annually), and noted the grant allows proposals to designate higher percentages (up to 100%) of affordable units if desirable. Councilors also confirmed that, under state law, landlords cannot bar tenants from using Section 8 vouchers.
Speakers emphasized that the city intends the project to target workforce housing rather than emergency low-income shelter, and discussed how employers and local wages figure into feasibility.
