Commissioners conditionally approve Metzger Way and East Slope Meadows preliminary plats

The Yellowstone County Board of County Commissioners on Sept. 24 conditionally approved two preliminary subdivision plats with multiple conditions aimed at protecting public health and infrastructure.
Planning staff recommended conditional approval of the Metzger Way preliminary minor plat, which proposes three large lots on the east side of Metzger Road (two just under 40 acres, one just under 80) in a special zoning district that requires a 20-acre minimum. Staff noted each lot must secure water approval (well or cistern) and county health department sign-off for septic systems, and must provide a weed management plan and a completed special improvement agreement (SIA). Commissioners identified an editorial error in the staff recommendation—an erroneous reference to a variance—and the motion approved conditional plat acceptance after amending the report to remove variance language and to add the SIA attachment.
The board also conditionally approved the East Slope Meadows preliminary major plat, a proposal to subdivide a 33.61-acre parcel into nine commercial lots. Staff attached eight standard conditions: health department approvals for water, septic and stormwater; internal roads built to county standards and creation of a rural special improvement district (RSID) for road maintenance; a traffic impact statement and any road improvements required by County Public Works; coordination with Billings Fire Department on a nearby 30,000-gallon dry hydrant tank or installation of an approved dry hydrant; a weed management plan and county inspection; USPS coordination for mail delivery; and final plat compliance with county and state rules.
Commissioners asked clarifying questions on both items, then moved and seconded the motions for conditional approval; both plats were approved on voice votes with the stated conditions.
What to expect next: Applicants must obtain required approvals from the Yellowstone City-County Health Department, coordinate with County Public Works and the Billings Fire Department as applicable, complete the SIA language in the final documents, and meet any TIS or road-construction requirements before final plat approval.
