At the November meeting, staff presented recommended changes to the 2025 fee schedule for Eagan Parks and Recreation and fielded questions about the department’s fee-assistance (scholarship) program.
Speaker 3 explained fee changes tied to rising costs: park and trail dedication was recommended to rise by 4%, tree mitigation fees were held at 0% increase, park pavilion and shelter rental rates were proposed to increase by about 10% (the largest single hike noted), ice time has seen a steady $5 annual increase and Cascade Bay season pass prices were recommended to rise by $5. Staff also said the Eagan Community Center (ECC) would not raise fees during its construction period to avoid adding burdens for current renters.
Commissioners raised concerns about the administration of the fee-assistance program. One commissioner described cases where families who used fee assistance had classes canceled for low enrollment and could not reapply the credited dollars to other classes, leaving those families unable to use the benefit. Staff responded that the program reached its budgeted allocation late in the season; staff said they reallocated additional dollars to reach people who had not yet used the program but acknowledged the need to refine notification and reallocation practices.
The commission moved to recommend and then approve the 2025 park and recreation fees as presented. The motion carried following a voice vote with at least one recorded nay. The meeting also included a separate motion accepting Commissioner Richard Costain’s resignation (effective Oct. 15) and promoting alternate Commissioner Silas to a permanent position; that motion also passed by voice vote and commissioners thanked the departing member for two years of service.
Staff said they will continue to review the fee-assistance process and evaluate penalties or policies for late withdrawals from classes to reduce cancellations and program instability.
The commission’s action on fees was procedural approval of the recommended schedule; any implementation details for fee assistance or future adjustments will be handled by staff and returned to the commission as needed.
