PUC signs off on Pier 70 development agreement; infrastructure to be dedicated to PUC for maintenance

Commissioners approved a development agreement Sept. 26 for the Pier 70 redevelopment on San Francisco''''''''''''s southern waterfront, a 35‑acre project that will be served by utilities installed by the developer and ultimately conveyed to the San Francisco Public Utilities Commission for operation and maintenance.
Michael Carlin, deputy general manager, described the project scope and said Forest City is the master developer building potable and non‑potable water, storm drains, sewers, electrical infrastructure and street lights. Kevin Masuda of the Port of San Francisco urged adoption, saying the documentation represents years of community planning and interagency coordination.
Carlin and the Port explained that developers will design and construct infrastructure to PUC standards; once inspected, tested and accepted through the Board of Supervisors public improvement acceptance process, responsibility for the assets will be delegated to the PUC for maintenance. Staff said a further public improvement agreement and final map will formalize developer obligations and set maintenance responsibilities.
Commissioner Courtney moved the item and the commission approved it by voice vote. No substantive changes to the development agreement were made during the meeting.
