Commissioners raised timing concerns: several said an upcoming Environmental Impact Report (EIR) for America's Cup could clarify site uses and that staff should address the implications before voting. After discussion, the commission withdrew the motion, agreed to continue the item, and directed staff to return with revisions addressing the America's Cup and the implications for tenant apron access and security.
