PUC actions: minutes, consent calendar and nine items approved; drone policy and debt rules adopted

Mary Ellen Carroll (Emergency Planning and Security Director) said the policy requires pixelation/scrubbing of identifiable imagery, data-retention limits, public notice via the open data portal 24 hours prior to flights, physical posting at flight sites and at least two staff identified on site to answer questions. The policy is being piloted for one year.
- Items 12 and 13 (watershed agreements): The commission approved a collection agreement with the U.S. Forest Service Pacific Southwest Research Station (not to exceed $1,700,000 for 72 months) and an amendment to a USGS joint funding agreement for an additional $1,425,000 and a three-year time extension for hydrologic monitoring.
- Item 15 (Project OP03): The commission approved the item to proceed for CEQA purposes and to allow application for State Revolving Fund loans.
- Item 14: Continued to the next meeting.
- Closed session (Item 18): The commission met in closed session on existing litigation ("Matt Perr et al v. County of San Francisco") took no action, and voted not to disclose discussions citing attorney-client privilege.
