Neptune Beach — The City Council voted July 15 to award a contract to replace the aging fence around the city’s water-tower property, a project staff said will improve security and coincides with removal of a temporary cell tower.
City manager Daryl said the fence is about 30 years old and that the project will provide tighter security for the facility. Staff solicited bids, including a JEA piggyback option; Armstrong Fence was presented as the recommended vendor with a contract amount listed in the meeting as $30,835.20.
Vice Mayor Chen and others questioned bid-table entries marked "NA." Staff explained the main bid form and the piggyback documentation require the selected bidder to furnish all necessary permits, labor, equipment and materials unless otherwise noted, and that Armstrong’s typical JA quote sheet addresses the missing line items.
Council voted by roll call with Councilor Messenger, Councilor Key (referred to as "Keith" in roll call) and Mayor Brown recorded as voting "yes." The motion passed.
Next steps: staff will execute the contract and schedule the fence replacement and will notify affected lanes and residents about any temporary lane closures during crane operations.
