CleanPowerSF reports 81,000 enrolled accounts; staff to continue CPUC regulatory work

Barbara Hale, assistant general manager for power, briefed the commission on CleanPowerSF operations and outreach on June 13, reporting enrollment, outreach adjustments and pending regulatory work at the state level.
"We have enrolled about 81,000 sites," Hale said, adding that the opt-out percentage is holding at 3.3% and 3.4% of customers have chosen an upgraded "Super Green" product. She told commissioners the program’s wait list contained 173 accounts, nearly half requesting Super Green service.
Hale said staff presented a growth plan to LAFCO and is monitoring an MOU amendment that did not advance out of a board committee on June 8. On outreach, the SFPUC will distribute a statutorily required rate-comparison mailer that is under review by the California Public Utilities Commission and will resume activity on social platforms, including a CleanPowerSF Twitter account.
On regulatory matters, Hale said the SFPUC has filed a protest in the procurement allocation mechanism application the investor-owned utilities proposed (a replacement for the PCIA exit fee) and is preparing testimony for the California PUC’s CCA-related proceedings.
Jason Freid, executive officer for LAFCO, thanked SFPUC staff for work on the program and told the commission LAFCO remains committed to supporting the citywide community-choice program and working with the SFPUC on procurement processes at the state level.
Commissioners did not move to change CleanPowerSF policy at this meeting; staff will return with further updates as regulatory cases and outreach deliverables progress.
