Commission consolidates rules on commercial-vehicle parking, recommends code amendments

The Creve Coeur Planning & Zoning Commission recommended approval of a text amendment to consolidate and clarify local rules on the parking and storage of commercial vehicles and major recreational equipment (application 24-026).
Jason Jaggi, director of community development, explained the city currently has overlapping provisions in zoning section 405.460(b) and traffic/code section 355.15 that create confusion about which standard applies and who enforces them. Jaggi said staff’s proposal consolidates the provisions into a single location while retaining key restrictions: vehicles may not exceed 20 feet in length or 7 feet in height, may not exceed 12,000 pounds gross vehicle weight, and parking or storage on a residential lot must be in a garage or otherwise screened from view at normal eye level. The police department’s authority to issue temporary permits for unusual circumstances (for example, temporary RV use during COVID) would remain in place.
Commissioners asked about enforcement frequency, whether existing large garages would be grandfathered and about a PowerPoint citation error (staff corrected a reference to section 355.15). Staff confirmed that permits already submitted would be grandfathered; if no permit was on file the new standards could apply. A resident asked about a temporary-loading provision that allows recreational vehicles to be briefly parked in a driveway for loading/unloading; staff confirmed that short-term (up to three days in two consecutive weeks) loading/unloading allowances remain.
After public comment and staff clarification, the commission moved to recommend the draft ordinance revising section 405.460(b) and corresponding amendments to section 355.15; the motion carried on recorded ayes and the item will be forwarded to the city council for final action at the next council meeting.
