The Port Commission approved several procurement and contracting items affecting planning and construction on port property.
Planning and design (Pier 70, Crane Cove Park): Staff recommended awarding planning and schematic design services to AECOM Technical Services Inc. for Crane Cove Park at Pier 70. Planning staff described the RFP process, evaluation panels and a negotiated contract that increased local business (LBE) participation to approximately 35%. Phase 1 was described at approximately $471,000 and Phase 2 at approximately $239,000, for a base of about $709,000; staff added a 10% contingency, yielding a not-to-exceed amount cited in the staff report of approximately $780,000. The commission approved Resolution 11 44 to award the contract.
Construction management (Pier 27, James R. Herman Cruise Terminal): Staff recommended awarding CM/GC services to Turner Construction Company for Phase 1 core-and-shell work needed for the America's Cup occupation and later completion of security and maritime equipment and the Northeast Wharf Plaza. The stated contract amount was $3,581,137 with a 10% contingency of $358,114. Port and Department of Public Works staff described a one-year schedule to deliver Phase 1 and said Turner would immediately begin pre-qualification of trade contractors and early procurement of long-lead packages (curtain wall, steel, elevators). Staff said the project must meet a 20% local-hire requirement. The commission approved Resolution 11 45.
Public relations and media services RFP and other consent items: The commission authorized an RFP to create an as-needed pool of PR/media-service consultants to support port events, America's Cup coordination, and emergency communications. Staff estimated a $600,000 not-to-exceed amount stretched over three years and said about half the funding might be provided by America's Cup organizers; commissioners asked for follow-up details on cost-sharing and scope. The consent calendar also authorized amendments and solicitations for engineering, permit-coordination, and a building-occupancy resumption program; Resolution 11 39 (item 8C) was approved as amended.
