Port Commission approves consent calendar and memoranda for expedited permitting

The Port Commission unanimously approved the consent calendar (resolutions 11‑31 through 11‑34) authorizing bid advertisements and acceptance of DHS port security grants, and approved two memoranda to fund expedited federal and state permitting (Resolution 11‑35 with Army Corps, up to $157,703; Resolution 11‑36 with ABAG, up to $260,340).
The Port Commission moved, seconded and unanimously approved several procedural and authorization items on the consent calendar and related permitting memoranda.
Consent calendar items 8A–8D were approved: authorization to advertise competitive bids for Pier 35 North Apron repair (construction Contract 2752) and Pier 70 Building 113 temporary shoring (Contract 2723); acceptance and expansion of $45,000 from the Department of Homeland Security Port Security Grant Program for maritime CCTV at Hyde Street Harbor; and acceptance and expenditure of $551,552 in 2010 Port Security Grant Program funds for mass notification near the Ferry Building. The chair announced the approvals as resolutions 11‑31, 11‑32, 11‑33 and 11‑34.
The commission also approved a memorandum of agreement with the U.S. Army Corps of Engineers to fund dedicated Corps staffing to expedite federal permit reviews for the Pier 27 cruise terminal and America's Cup work, with a not‑to‑exceed amount of $157,703; staff estimated about 80% of those costs would be America's Cup related and 20% for the Port's cruise terminal. The commission approved Resolution 11‑35.
A state‑level arrangement with the Association of Bay Area Governments (ABAG) to provide staff for expedited state permitting and certification was also approved, with staffing costs up to $260,340 specified; the commission approved Resolution 11‑36.
All three of these permitting agreements were presented as time‑sensitive steps to avoid permitting delays related to the compressed America's Cup schedule. The votes were taken by voice and recorded as unanimous approvals in the meeting minutes; no roll‑call vote tallies with individual names were read into the record at the time of the motions.
