Commission revises Riverside mailing wording, asks staff to check guideline changes

The Evansville City Historic Preservation Commission reviewed a draft mailing for the Riverside Historic District and identified a discrepancy between older guideline text and the version currently posted online. Commissioner Gloria Bryant noted that an older printed copy did not include the heading 'staff letter' paired with 'no certificate necessary' under 'landscaping and site improvements.' Several commissioners said neighborhood practice has been that routine landscaping does not require a certificate of appropriateness.

Commissioners agreed that the district mailing should avoid overstating requirements. By acclamation they changed the second paragraph to refer to 'most exterior changes' instead of 'all exterior changes' and directed staff to investigate when the 'staff letter' headings were inserted in the posted guidelines. Staff explained that 'staff letter' (abbreviated 'SL' in internal shorthand) functions as a screening communication to guide callers and does not substitute for a formal staff‑level COA (SLCOA) when a COA is required.

On distribution, staff said assessor/GIS records can differentiate owner and occupant addresses; the commission supported a two‑phase mailout to owners first and, if feasible, a follow‑up distribution to residents at property addresses, but emphasized not delaying the initial mailing. Staff will check with the city clerk and provide clarifying documentation about guideline changes before any formal guideline amendments are pursued.
