Evansville council adopts omnibus budget transfers to cover fire station, garage bond and department needs

The Evansville Common Council on July 22 approved Ordinance F-2024-09 (amended), a package of transfers and reappropriations across multiple city funds intended to address equipment, facility and operating shortfalls.
Robert Hunter of the city controller’s office reviewed the items for council. The amendment and ordinance include a $15,000 transfer to pay for architectural services tied to constructing bedrooms at Fire Station 16; a $195,000 payment from cash reserves to cover a bond payment for the new city garage that had been omitted from the original budget; and a $7,500 transfer to the mayor’s office for travel.
Other adjustments include a $2,500 transfer related to police canine supplies (to be paid from a CenterPoint grant), $50,082 moved from an insurance reimbursement fund to police operations to purchase a replacement vehicle, and $50,000 transferred within the motor vehicle highway fund from full-time salaries to repairs and maintenance to prepare snow trucks for plowing. The council also appropriated $4,426.47 from an ICAC (Internet Crimes Against Children) training grant for computers and travel and moved $99,343.93 (net) from a state refund into maintenance of streets following an Indiana Department of Transportation audit.
Councilmembers asked clarifying questions about donation funds and the administration’s estimates; Fire Chief Tony Nye explained the department’s donation fund receives both earmarked and general donations and that prior administration reappropriations could not be used to pay the architecture invoice. The ordinance amendment was moved by Councilwoman Mosby and seconded by Councilman Burton; after roll call (including a remote aye from Councilman Trotman) the council recorded nine ayes and zero nays and declared the ordinance adopted.
The ordinance advances budget technical corrections and internal transfers; the controller’s office said most items are internal reappropriations or reimbursements and do not change total city-wide spending levels. The council indicated it will communicate schedules for upcoming budget hearings later in August and September.
