Councilmembers debated a request from Councilmember Danielle to be reimbursed for $63.56 spent on donuts and coffee for Thomas Stone Elementary teachers, and that discussion opened a broader conversation about the permitted uses of council line item 55-05 and the process for approving expenditures.
Danielle said she provided donuts and coffee on Aug. 22 as a ward-level appreciation for teachers and asked the council to reimburse the lower net amount ($63.56, before tax was $63.56) from her allocated line item, which she said historically had supported ward and community activities. "I would like to ask for reimbursement of that if I can," Danielle said.
Several councilmembers and the mayor raised procedural concerns. The mayor and others said the established process requires bringing budget or reimbursement requests to a work session before authorizing city funds; the city manager (Kamali) and others noted the city already budgets $1,000 annually for teacher appreciation (typically $500 per school). Councilmember Luke suggested the item be moved to a future legislative session for formal approval so expenses would not be paid after the fact without prior authorization.
Councilmembers also discussed equitable application of the line item across wards and whether city-sponsored-meetings funds were intended for individual council members' one-off purchases. Some councilmembers said the practice had changed as the budget evolved and that clearer guidance in the next budget cycle could prevent similar disputes.
No roll-call vote or clear final approval of Danielle's reimbursement appears in the meeting record; Danielle said she would accept the council's decision either way. Council members directed staff and the clerk to clarify the intended uses of line item 55-05 and to bring policy clarification to the next budget or work-session discussion.
