Montgomery board adopts engineering manual and approves water well change order, MFT design PSA and police flooring contract

Director Aft presented the engineering design manual for adoption, explaining that certificates and details had been updated and that administrative edits could be made under the adopting resolution. Trustees asked about easement language stating the village shall have no obligation for surface restoration in some easement cases; staff said that language was developed primarily for industrial fire-loop situations and was not intended to apply broadly in residential neighborhoods.
Engineer Wallace requested approval of a balancing change order of $43,007 for Well No. 3 rehabilitation, explaining the contractor could not reuse the existing motor after the mercury seal was found damaged and current regulations prevent repairing the seal. The change order was approved on roll call 6–0.
Director Wolf presented a professional-services agreement with EEI in the amount of $197,009.84 to design the village’s 2025 Motor Fuel Tax (MFT) street program, with priority streets identified in the pavement-management study; the board approved the PSA to allow time for IDOT review and a February bidding target.
The board also awarded Mohawk Carpet Distribution a $57,008.19 contract to replace the police department’s main-corridor flooring with a commercial-grade LVT product described as more durable and lower-maintenance than previous materials. Trustee questions established this is a continuing series of facility upgrades; the contract passed 6–0.
Finally, the board approved participation in the Illinois Emergency Management mutual-aid system so Montgomery may request resources statewide during disasters; the chief referenced a similar law-enforcement mutual-aid agreement (ILEAS) the village previously joined. Vote on the mutual-aid resolution was 6–0.
All listed motions passed on roll call unless noted otherwise; staff identified next steps for procurement and enforcement as appropriate.
