At the Legal and Finance Committee meeting on Oct. 30, staff presented the 2025 Unified Planning Work Program (UPWP) and the committee approved the UPWP and a companion agreement with the South Dakota Department of Transportation.

Kelly Brennan, introduced by Director Fisher, said the document is the annual work program of the metropolitan planning organization and contains the planning activities, studies and products the MPO will develop in 2025. Brennan told the committee there were no changes to the draft presented in September. Brennan also described the studies that are ongoing and the new studies to be undertaken by long-range planning staff in coordination with DOT.

Brennan reported the city’s local match for UPWP work is $134,653. The committee approved items 12 (UPWP) and 13 (agreement with SD DOT) by voice vote.
