County approves several ARPA and capital appropriations, tables two items for legal clarification

Grant County commissioners presented a set of additional appropriations drawn from ARPA and other funds and the county council approved most of them while tabling two items for further review.

Commissioner Ronster outlined proposed ARPA allocations that included $200,000 for a recycling center building cover, $75,000 to Jonesboro for a demolition project, $100,000 for the Cardinal Greenway connection at Upland, $50,000 for detention-home mold remediation and an item described as $650,000 in total for communications equipment (up to $50,000 allocated per eligible township) for volunteer fire departments. A $150,000 request for a chiller rental drew pushback from council members asking whether the charge should fall to the vendor or project owner.

Council members raised concerns about how the $650,000 for radios would be distributed and whether equal $50,000 amounts per township was the right approach; commissioners said staff would act as facilitator and that final purchasing decisions would be coordinated by identified county staff and fire department leaders. The council approved the recycling center, demolition, Cardinal Greenway and detention-home remediation items, but voted to table the $150,000 chiller rental and the $650,000 township communications allocation to allow legal and financial review and clearer procurement plans.

What happens next: County staff will provide contract and procurement details and legal review on the tabled items; the ARPA-funded projects that were approved will move forward to implementation planning and contracting.
