Council approves purchase of new biosolids truck for wastewater plant

The Dalles City Council on Sept. 9 authorized the purchase of a new 2025 Peterbilt biosolids truck and the installation of an associated tank and pumping system for the wastewater treatment plant.
City Manager Matthew explained that the treatment plant produces biosolids that must be transported to agricultural fields and that daily operations require two trucks. Staff and the city's consultant Jacobs evaluated options to contract the service but found contracting unviable, so the city proceeded with a vehicular procurement. Staff used Sourcewell and Oregon state bid processes to obtain pricing.
Cost and funding: The adopted budget included $183,000 in a reserve fund for the truck purchase; staff proposed shifting funds previously allocated for a 10-yard dump truck to cover the difference because the biosolids truck is higher priority. The recommended purchase was a 2025 Peterbilt from Jackson Group Peterbilt (Portland) at an amount not to exceed $183,759, and tank/pumping equipment and installation from Erickson Tank and Pump (Quincy, Wash.) not to exceed $108,890.
Council action: Councilor McLaughlin moved and Councilor Richardson seconded authorization of the purchase and installation; the council approved the motion unanimously by voice vote.
Ending: Staff will proceed with purchase and installation; council voted to prioritize the biosolids truck over the previously planned dump truck and thanked staff for the briefing.
