City planning staff on Oct. 1 presented a draft R-5 residential zoning district intended to replace St. Louis County R-6A designations for areas annexed into Fenton, notably the Polo Downs multifamily development.
Amy (city staff) said the R-5 draft aims to preserve existing multifamily housing while setting development standards appropriate to local streets and access, including a proposed minimum lot area of 4,000 square feet per dwelling unit (compared with the county’s R-6A standard). Staff emphasized the draft is informational: there was no vote to adopt; the draft will be included in a broader update to the residential section of the zoning code that will come back to the commission in a future package.
Commissioners asked whether the draft would restrict future uses, how the existing Polo Downs property would be affected, and whether residents would receive notice. Staff said existing development would not be forced to change, but the R-5 code would narrow permitted future uses compared with county zoning; staff will notify property owners as part of the rezoning process and public outreach will follow.
Because the item was presented as a draft, the commission did not take formal action and will consider R-5 again as part of a consolidated residential-code update.
