Capital projects, tuckpointing and Grama Bridge funding discussed ahead of December review

Tammy opened the capital projects section noting she used projected 2024 year-end numbers and proposed a 2025 capital revenue estimate of $1,800,000 with $5,000,000 in expenditures. She said many 2024 projects completed or rolled into 2025, and that $3,500,000 of capital expenditures were expected to be funded from stormwater, parks and the general fund.
Aldermen asked about large increases in community-development and public-works project lines; Tammy said those increases largely reflect tuckpointing work on City Hall, the public-works building and the community-development building. She confirmed MoDOT-funded street work is complete and that some park-related projects remain to be closed out or carryforward to 2025.
Board members raised the long-running Grama Bridge concern and discussed whether to create a bridge fund or seek grants; Tammy said the packet included a Grama Bridge revenue placeholder but no expenditures and agreed to coordinate with the public-works director and alderman(s) to determine if a capital expenditure line should be added or grant applications pursued.
The committee agreed to reconvene in December for further review and Tammy said she expects potential additional parks grants that were not included in the current projection.
