District approves phased blacktop resurfacing to secure current pricing; will use millings to reduce base cost

The Houston Public School District board approved a contractor quote to resurface campus blacktop in a phased plan that secures current pricing and carries out the first phase this fall. Staff said the fall work will focus on the west parking lot and a teardrop area; remaining sections will be completed next year after July 1.

Staff and facilities reviewed plans and blueprints and discussed reuse of millings from milled tennis-court areas to help with base costs. Speaker 4 said the quote has been posted and reviewed by facilities and auditors; the district will proceed with part of the work this year and the remainder in the next fiscal cycle to lock in pricing.

Board members discussed drainage shaping, ADA access improvements (creating a zero-grade entry near the gym for handicap parking and emergency access), and potential impacts to the batting cage and concession stand layout. The board heard concerns about security and weekend use of newly opened areas; staff noted upgraded cameras on campus.

Motion by Mark, second by Richard, to approve the quote passed by voice vote; staff estimated the portion to be done this fall to be about $52,000 with the remainder funded next year. Funding sources mentioned included Long Term Facility Maintenance (LTFM) for a large share and the general fund for other costs. Staff will coordinate the resurfacing with other contractors (for example, softball infield work) to minimize conflicts.
