The Houston Public School District board voted to approve a proposed levy certification, agreeing to reduce the equalized Long Term Facility Maintenance (LTFM) amount and levy the maximum tax rate so the district can preserve revenue flexibility for the coming year. Mark, a school board member, moved the motion; Peads seconded it and the motion carried on a roll call of three 'Aye' votes.
A staff member (Speaker 4) said the practice is routine: "this is what we do every year, and then we will reduce it back down again but we levy the max just to maximize our potential for the future." Board members asked for numerical context: speakers discussed that the proposed taxes would increase about 30.6% if the district made no reduction, and that doing the typical reduction would lower the increase to about 17.7%.
Board members said the district plans to revisit the levy at the finance committee once the state finalizes its numbers. Speaker 4 reminded members the levy certification process must be completed by Sept. 30, a deadline the staff cited as the reason for acting at the meeting.
The action was procedural and preparatory: board members emphasized the district will reassess and make final rate adjustments later in the budget cycle. No additional measures or funding allocations were approved as part of the levy motion; the vote was limited to the certification and the reduction in the LTFM equalized amount coupled with levying the maximum rate.
Next steps: staff will bring updated figures to the finance meeting for board review after state revenue numbers are finalized.
