SFPUC approves consent items, property transactions, grants and lobbying contracts; asserts privilege in closed session

The San Francisco Public Utilities Commission voted on a slate of consent and action items on April 25. Highlights and outcomes:
- Consent calendar adopted (Item 9) by voice vote. - Item 11: Approved a non‑monetary easement exchange with the Mid Peninsula Regional Open Space District to complete an easement for the Bay Tunnel (item carried). - Item 12: Approved sale of an SFPUC parcel and an adjacent Public Works parcel to George Birmingham for a combined price of $1,500,000 (SFPUC proceeds expected to be $1,200,000); item carried. - Items 13–14: Approved an MOU and a subsequent MOA with the Treasure Island Development Agency and other city agencies to support construction of localized wastewater and recycled water facilities and to define future ownership and maintenance responsibilities; both items carried. - Item 15: Adopted CEQA findings and authorized the Pipeline No. 2 replacement project (CUW2730504) and related temporary easement negotiations; item carried. - Item 16: Awarded contract DB128R2 for preconstruction and construction services in the amount of $15,283,930; item carried. - Items 17–18: Approved five‑year professional services agreements for state (ERGS) and federal (Daryl Owen Associates) legislative representation and advocacy services (up to $1.2M each); commissioners discussed coordination with the mayor’s office for supplemental DC lobbying support; both items carried. - Item 19: Approved Amendment No.1 to a grant agreement with the Parks Alliance/Garden for the Environment (increase of $380,000 and a two‑year extension); item carried. - Item 20: Approved a five‑year no‑fee revocable license with the San Francisco Parks Alliance; item carried.
The meeting closed for a series of litigation items related to Pacific Gas and Electric. The commission voted to assert attorney‑client privilege and convened in closed session; upon return, the commission reported that no action was taken in closed session and then voted not to disclose the closed‑session deliberations.
