Outreach strategy: staff described two outreach categories — citywide advertising and community‑targeted education for automatically enrolled customers — and outlined tactics including direct mail (multiple required enrollment notices), neighborhood canvassing, community workshops, partnerships with labor and the Sierra Club, targeted online advertising, and transit/outdoor ad campaigns.
Budget and tradeoffs: Jason Fried (LAFCO) thanked staff for outreach efforts and urged the Commission to consider additional resources or external grants to increase Super Green signups without raising the CCA program's rates.
