Clean Power SF passes 80,000 enrollees; staff to return in April with rate recommendation

Barbara Hale, Assistant General Manager for Power, told the commission that Clean Power SF serves approximately 80,000 customers and that the opt‑out rate is just over 3 percent. She said 2,166 customers (about 2.9 percent of Clean Power SF customers) have signed up for the Super Green product and that staff will begin routine enrollment of additional eligible customers in May, prioritizing those who asked to be included and net‑energy‑metering customers in Districts 5 and 8.
On rates, Hale said the Clean Power SF team briefed the Rate Fairness Board on three options: (1) no change; (2) reset rates to achieve bill parity with PG&E so the average Clean Power SF customer pays approximately the same as a PG&E customer; or (3) restore a previously adopted 0.25 discount on PG&E generation rates for Clean Power SF customers. Staff will return in April with a recommended rates action after the required publication and noticing process.
The commission had no immediate questions and staff made the public aware that mailers notifying customers of enrollment would begin next week. Hale also noted interactions with finance staff and rate‑fairness review prior to the April recommendation.
