Officer Carla Brown, assigned to Field Operations Bureau and responsible for patrol-special compliance, told the commission that assistant patrol special officers Christian Crane and Thomas Wong had resigned, leaving the commission without jurisdiction to proceed on pending disciplinary charges. The commission voted by roll call to remove both matters from the calendar; the roll-call record shows the present commissioners voting "aye."
On a separate matter, the commission held a hearing (with Officer Brown sworn under oath) regarding Patrol Special Officer John Andrews. Brown testified that department staff had made multiple certified-mail and telephonic attempts to contact Andrews, that listed phone numbers were no longer valid, and that Andrews had not maintained required qualifications (she stated he had not qualified at the range in over 10 years), had not provided proof of insurance, and had not attended required advanced training.
