Port hears pitches from developer teams for Pier 70 Waterfront RFQ

Kathleen Dyhepp of the Port’s Planning and Development Group opened a structured meet‑and‑greet to hear responses to the Pier 70 Waterfront site request for qualifications (RFQ). Dyhepp said the Port had endorsed the Pier 70 Master Plan for 69 acres last April, and the waterfront site under consideration is roughly 25 acres intended to be the project’s economic engine.
Dyhepp described the RFQ approach: a technical panel will review and score submittals on approach, experience and financial capacity; staff will do financial capacity checks and reference checks and hopes to return to the Commission with a recommendation in March and possibly an action item in April to negotiate an exclusive negotiating agreement.
Several teams presented short, 10‑minute overviews of experience and concepts. Simon Snelgrove (San Francisco Waterfront Partners) emphasized historic building stabilization, a proposed information and innovation community to attract South Bay IT firms, and a 500,000 square‑foot speculative building to catalyze leasing. Michael Covarrubias (TMG Partners) and John Severado (Severado Organization) framed their team as a locally rooted partnership with a track record of large Bay Area projects and capacity to deliver mixed uses; they stressed the importance of selecting a partner with both commitment and decision‑making authority. Forest City (Kevin Ratner, Alexa Arena) discussed urban infill, financing experience and local partnership capacity. Mission Bay Development Group (Seth Hamalian) presented experience as a master developer and emphasized local hiring, LBE participation targets and public‑benefit coordination.
Dyhepp said next steps include technical panel scoring later in the month, financial capacity analysis and a possible informational return in March with an action item on April 8 if the process proceeds on schedule. Commissioners thanked the teams and indicated they looked forward to hearing back on March 22 and at subsequent meetings.
