City approves Veterans Day parade route; director reads county hazard mitigation plan update

Havre de Grace
At the Oct. 21 meeting, the council approved the annual Veterans Day parade to be held on Nov. 11 from 11 a.m. to 11:30 a.m. due to construction-related restrictions. Director of Administration Dr. Chris Ritchie reported the parade route will run on St. John Street from Hutchins Park to the American Legion and asked staff to correct a typographical error in the published materials before finalizing the route. The council approved the parade unanimously.
Dr. Ritchie also read into the record a report prepared by Planning staff (Tim Borsier and Marissa Willis) summarizing the Hartford County Hazard Mitigation Plan (original adoption Oct. 2022) and listing four mitigation goals for Havre de Grace: reduce flood losses, protect infrastructure (water and wastewater systems), educate the public on hazards, and implement stormwater and shoreline projects. Projects described included engineered plans for phase 1 of Lily Run wetland enhancements (approximately 2,500 feet of work), pond retrofits and stream restorations, a daylighted storm pipe near the Maritime Museum and shoreline stabilization efforts. Some projects have engineering plans but no construction start date yet.
The report noted the city participates in FEMA's Community Rating System (class 7) and continues outreach and monitoring of mitigation sites.
What's next: staff will finalize parade logistics with Police and Public Works and continue project planning and monitoring for stormwater mitigation.
