Homer Glen adopts Lakota Group master plan for Heritage Park; contract approval tabled pending legal review

The Homer Glen Board of Trustees on Oct. 24 adopted an ordinance approving the Lakota Group master plan for Heritage Park after a presentation by the firm's principal designer.
Kevin Clark of the Lakota Group presented the preferred plan, highlighting a southern veterans memorial adjacent to a pavilion and restroom, an architectural water feature, a tree-lined promenade linking park zones, an amphitheater integrated into existing topography, and additional soccer/flex fields. "We're Chicago‑based landscape architects, planners, and I'm just excited to be talking about Heritage Park tonight," Clark said during the presentation.
Trustees praised the plan as a way to expand amenities. Trustee Reinders said the revision would add amenities including an amphitheater, veterans memorial and additional soccer fields. The board adopted an ordinance to make the Lakota Group plan the official Heritage Park master plan; the roll call recorded Trustees Reinders, Mason and Steilen voting Aye and the motion carried.
Separately, the board considered L3, a motion to approve Lakota Group as the design and engineering firm to carry the master plan into detailed design and construction documents. Several trustees asked for attorney review of the proposal and the contract before appointing Lakota Group for architectural and engineering services. Trustee Simon moved to table the L3 selection pending that review; the motion to table carried after roll-call votes.
Trustees noted that some grant funds already exist to pay for park bathrooms and that the plan was developed to align plumbing and utility locations to reduce future engineering costs. Village attorney recommended reviewing and, if necessary, revising the Lakota Group contract before authorizing design and engineering services.
What happens next: The master plan is adopted as policy guidance for Heritage Park. The board tabled hiring Lakota Group for design/engineering pending formal contract review by the village attorney; trustees directed staff to pursue necessary engineering, grant coordination and next-phase work.
