SFPUC approves 15‑month schedule extensions for three WISP projects to resolve contractor claims

The San Francisco Public Utilities Commission on Feb. 14 approved a revised project schedule for the Water System Improvement Program that extends three projects by 15 months to allow time to resolve contractor change orders and dispute‑resolution matters, staff told the commission.
Dan Wade, Director of Capital Water Projects, asked the commission to approve the January 2017 WISP revision to extend the schedules for New Idria Tunnel, the seismic upgrades to Bayshore/Beta Vision pipelines 3 and 4, and the regional security system upgrade. Wade said the changes arise from outstanding final change orders and negotiations with contractors and that the requested schedule extensions do not revise the overall program budget.
Bosca representative Nicole Sankula told the commission her organization supports the recommended schedule changes but urged heightened oversight of the remaining projects. “The WSUP has made tremendous strides — you’re over 90% complete — but the remaining 8–10% contains significant projects, Calaveras being the biggest,” Sankula said, recommending a focused risk review of schedule and budget for the program’s final phase.
Commissioners and staff said they will continue monitoring outstanding claims and negotiating in good faith. The commission moved, seconded and approved the revised WISP schedule by voice vote; the transcript records the motion as approved with no opposition recorded.
The commission also directed staff to send a notice of change report to the California Joint Legislative Audit Committee, the California Department of Public Health and the California Seismic Safety Commission in compliance with the state assembly bills cited in the staff report, and to present follow‑up materials at subsequent meetings documenting risk and budget assessments for the work remaining under WSUP.
Next steps: staff will prepare the required notice of change filings and continue negotiations on the disputed change orders; commissioners asked to see a focused risk register and budget review for the remaining WSUP items.
