At the start of the meeting the commission recognized Tommy Lam with a Certificate of Appreciation after a San Francisco Police Department commander described Lam’s actions in stopping a suspect who had fled in a vehicle with a child. Inspector Sarkissian and Deputy Chief Hector Sinas told commissioners the quickly intervening civilian stopped the car, prevented potential harm to the child, and later cooperated with investigators. "He acted decisively and he stopped the suspect," Inspector Sarkissian said while reviewing the sequence that led to the suspect’s arrest and subsequent charging by the District Attorney’s Office.
Lam, who declined a long statement, said he acted instinctively. "I acted as any parent should...I just did what I believed that was right," he told the commission. Commissioners thanked Lam for his actions and presented the plaque before moving to other business.
