SFPD outlines public‑safety plan for Super Bowl 50 events in San Francisco

He said two major venues — Super Bowl City at Justin Herman Plaza and the NFL Experience at Moscone — will operate Jan. 30 through Feb. 7, and the department expects a 9‑day staffing demand similar to a multi‑day sports celebration.
Falvey described operational measures: no discretionary days off during the period, redeployment of non‑patrol personnel to assist, use of foot, bicycle, motor and fixed‑post patrols, plainclothes and special operations support, and coordination with Santa Clara Police for the game day in Santa Clara. He said the department will draw on prior large‑event experience and detailed post‑by‑post staffing plans developed with captains familiar with the footprints.
Commissioners asked about human‑trafficking, domestic‑violence calls and shelter capacity; SFPD representatives said they have trained hotel and airport staff, coordinated with federal partners (FBI, DHS) and are reviewing shelter bed availability with regional partners, including Alameda County, if a surge in rescued victims occurs. The chief added the department plans targeted publicity and prosecution to deter traffickers during the event.
Budget and district staffing: Commissioners pressed whether costs will be covered by the department’s current budget or require additional funding. The chief said the department has budgeted for additional staffing this fiscal year and will use models from previous multi‑day events; he said they are confident they can manage within existing resources but acknowledged unusual multi‑day demands.
Next steps: SFPD will finalize staffing models, continue multiagency tabletop exercises and return with any budget requests if necessary. Captain Falvey and department staff will remain points of contact for further operational details.
