Port planning staff presented a status update on Item 10A, a proposed term sheet for the 351 (8 Washington Street) development site, and explained the role of a term sheet in outlining economic parameters subject to change during public review and CEQA environmental analysis.
Jonathan Stern of the Port's Planning and Development Division told commissioners that a term sheet only describes basic project elements and that the project will undergo CEQA review, potential height/bulk/zoning considerations and further public review; staff said they would return for potential term-sheet endorsement and subsequent approvals. Stern emphasized that term-sheet language may be revised as alternatives, mitigation and public concerns are analyzed.
During public comment, a speaker identified as Ms. Walters raised a contractual objection, saying an earlier agreement reserved open-recreation space (pools and tennis courts) for Gateway Center tenants and argued that those amenities were dedicated for tenant use and could not lawfully be built upon. Walters referenced historical negotiators, including Senator Feinstein and redevelopment chief Robert Rumsey, and said the contract contained specific protections for those recreational uses.
Commissioners indicated understanding of the public concern and reiterated that staff will revisit the project when the Port Commission considers approval following CEQA review.
No formal action was taken on the term sheet at this meeting; staff characterized the presentation as an informational status update and set expectations for future public hearings and CEQA-driven revisions.
