Port approves contract to begin CEQA review for Pier 27 cruise terminal

The Port Commission authorized staff to award a contract not to exceed $851,543 to Environmental Sciences Associates (ESA) to perform CEQA environmental review services for the Pier 27 James R. Herman Cruise Terminal and Northeast Wharf Plaza.
John Dahl, a port planning staffer, said DPW issued an RFQ and that a selection panel unanimously ranked ESA as the highest scorer; ESA will lead a consultant team to analyze traffic, air quality, water quality, cultural resources and cumulative impacts, and has committed to a 30% LBE subconsultant participation goal. Dahl said the CEQA review could take up to 18 months.
Staff noted that before the CEQA process can commence in earnest, the Board of Supervisors must consider the fiscal feasibility of the cruise terminal; a finance subcommittee hearing was scheduled for Sept. 8 and the item will go to the full board later that month. Port staff recommended moving forward with the contract so environmental analysis and terminal schematic work can proceed in parallel to the fiscal review.
The commission moved and approved the contract authorization (Resolution 10-61) by voice vote.
