Carmel board admonishes Trustee Jim Wise after heated debate; supporters accuse board of overreach

The Carmel Central School District Board of Education on Aug. 13 adopted a resolution saying Trustee Jim Wise disclosed confidential information discussed in executive session and urging him to honor fiduciary duties going forward.

The resolution, introduced as item 6.08, recited a timeline of internal inquiries and outside counsel engagement and directed that the board arrange a training session on governance for all trustees. President Orser read the resolution’s expectations that “Mr. Wise will fully honor the fiduciary duties to maintain the confidentiality of executive sessions” and that, if requested, the board’s counsel meet with Mr. Wise to clarify obligations.

Trustee Wise objected to parts of the proceedings and repeatedly asked for the identity of the community member who reported the alleged disclosure and the specific substance of the claim. He also pressed for access to the underlying information and for the right to confront his accuser. During the discussion he said, in a remark later captured in the record, “I apologize for the cowardice of this board in not being…,” words he used while voting and speaking about the board’s handling of related matters.

Trustees debated whether outside counsel drafted the resolution and what costs the district has incurred; the president said the board had retained outside counsel and would provide further details. Several trustees pressed for confidentiality around portions of bargaining‑unit and personnel discussions but acknowledged the board needed to balance that confidentiality with public accountability.

The motion to adopt the resolution passed after discussion. The board also recorded a timeline of steps taken by counsel and staff leading to the resolution and directed the president to arrange the training and any meetings with counsel for Trustee Wise if he requests them.

The board meeting drew a large turnout of speakers who addressed the resolution in public comment. Supporters of Trustee Wise urged the board to reconsider the admonishment and blamed outside political pressure; other community members asked for transparency and clear evidence before passing disciplinary measures. Several speakers also raised related concerns about how the district had handled recent episodes of online posts and protests.

The resolution does not remove Trustee Wise from office; it documents the board’s view of the disclosure and sets expectations for future conduct, including trainings and opportunities for Mr. Wise to meet with counsel to seek clarification.
