SFPUC names new SSIP communications manager and outlines community engagement for Southeast projects

The San Francisco Public Utilities Commission heard a communications update for the Sewer System Improvement Program and met Christopher Kolwick, the new SSIP communications manager.
Charles Sheehan, Acting Director of Communications, introduced Kolwick, who laid out a strategy for the SSIP’s transition from planning to construction. Kolwick emphasized proactive, neighborhood-level engagement: ‘‘engage at the point of discovery,’’ inclusive collaborative planning sessions, door-to-door outreach and leveraging technology (iPad surveys, social media and expanded tours) and arts and education to reach diverse audiences, particularly youth.
Kolwick said staff will continue to track engagements, prepare for construction-related outreach and manage quality-of-life risks such as odors while implementing larger projects. He highlighted two major near-term milestones in the Southeast: the draft environmental impact report for the Biosolids Digesters project and the Headworks project moving toward groundbreaking in the spring. Kolwick emphasized that many projects will remain in planning while others move into construction, and that communications must adapt accordingly.
Commissioners asked follow-up questions; staff said community benefits and workforce elements will be emphasized in future outreach and that staff will return with further details as construction approaches.
