Neosho City Council adopts FY2025 budget, tax ceiling and a slate of contracts and resolutions

The Neosho City Council approved the city’s fiscal-year 2025 budget and set a property-tax ceiling as part of a broader slate of routine business Tuesday night.
Council passed Bill 2024-69, establishing the property tax ceiling at 0.3419 for the year beginning Oct. 1, 2024, under emergency procedures required by filing deadlines. The vote was 5-0. Finance director Leslie told council there was a small formula error that reduced total expenditures by $4,800 and presented the budget as the city manager recommended. Council then approved Bill 2024-70 adopting the FY2025 budget by the same roll-call margin.
Council also approved multiple procurement awards and resolutions: a Streetwise Inc. restriping contract (not to exceed $86,162.53); Henson Electric for annual electrical services; Jackson Sales and Service for annual plumbing services; a Marion Company contract to construct a Spring Street parking lot (not to exceed $145,900); and a Springfield Striping and Sealing bid for airport crack sealing totaling roughly $101,006.27. All procurement motions passed 5-0 after staff recommendation.
Separately the council approved Bill 2024-71 to vacate the west 25 feet of Hickory Street right-of-way to enable a Habitat for Humanity project, and Bill 2024-72 to rezone 722 South College from R-1 to R-2 to allow conversion of an existing residence into a duplex; both measures passed unanimously.
Council approved Resolution 2024-46 to reimburse Gyro Real Properties LLC and Frog Pond Endeavors LLC up to $25,000 from ARPA funds for a public sewer main extension and passed several administrative resolutions, including a FY2025 purchasing policy, a new nepotism policy, and authorization to destroy duplicate city records. Each of those motions passed 5-0.
The council also authorized city staff to apply for Missouri Highway Safety Program grants to support DWI and hazardous moving-violation enforcement that include proposed line items for overtime, equipment and training. The council voted to approve the applications and related authorizations 5-0.
The meeting concluded with a motion to convene to closed session to discuss legal and real-estate matters.
