Staff told the board the operating line items under its control remained flat and that the budget will go to county council on Sept. 4 for the council’s review.
Jean, a district staff member, asked the board to fill a vacant full‑time education/events coordinator position that has been budgeted for the last five years and has otherwise reverted to the district’s cash balance. Jean described the role as focused on school and community education about waste reduction and recycling, greater presence at community events and expanded social media outreach. She said hiring would be advertised and might be delayed until after her scheduled medical leave.
Board members expressed support for adding staff to expand outreach. Commissioner Gable moved to approve the budget; the motion was seconded and the board approved the budget and separately approved filling the vacant position by voice votes.
The board also appointed Jean to the Tree Advisory Board to fill the seat vacated by Commissioner Musgrave (whose term ran through December 2027). The appointment was moved, seconded and approved by voice vote; Jean indicated she would serve and — with an additional staff person in the office — could attend more meetings and events.
The meeting ended with staff noting follow‑up steps: the budget will proceed to county council on Sept. 4, the personnel opening will be advertised when staff return from leave, and Jean or staff will report back on recruitment timing.
