Pullman School District notifies city it will renegotiate aquatic‑center interlocal agreement

The Pullman School District told the board on Nov. 20 it has asked the City of Pullman to renegotiate the interlocal agreement that governs use and operation of the community aquatic center.
Dr. Maxwell explained the Switzer family built the aquatic center about 27 years ago on school property; a 2003 interlocal agreement assigned ownership to the district with operation run by Pullman Parks under terms that included district payments for use. Rising operational costs, declining enrollment, and structural/repair needs prompted the district to notify the city that it intends to terminate the aquatic‑center section of the agreement as allowed by the contract’s notice provisions so that both parties can renegotiate updated terms.
Dr. Maxwell said the district pays “about $100,000 a year plus half of repairs” under the older agreement and that the agreement language, drafted in 2003, no longer reflects current use and costs. The district and city have met twice to begin updating the interlocal agreement and will schedule further meetings (one tentatively the week of Sept. 23 was discussed in the update). The superintendent emphasized the district will continue to support both girls’ and boys’ swim teams regardless of the negotiation outcome.
Board members voted to schedule further community listening and will include the aquatic‑center topic prominently in an October community session to gather public feedback on facilities and long‑term goals.
