Jefferson County commissioners approved a development agreement Nov. 4 with Yellowstone Heights LLC for the Pineview Estates subdivision after staff confirmed the developer had deposited required funds and attorney review was complete.
Planner staff presented the development agreement and described the proposed layout of about 200 homes and multiple access points. Commissioners and staff raised connectivity concerns: two entrances were shown close together, canal crossings would be required for some linkages and a vehicle bridge could cost hundreds of thousands of dollars depending on span and design. Commissioners discussed options including a pedestrian/park footbridge and flagged coordination with the city on road repairs and connectivity.
"There's going to be 200 homes in this subdivision, and their 2 entrances are 500 feet apart," the planner said while outlining implications for through‑traffic and school access. Board members suggested updating the county transportation plan to set expectations for future easements and road alignments as development continues at the city edge.
A motion to approve the Jefferson County development agreement with Yellowstone Heights LLC (doing business as Pineview Estates) was moved, seconded and approved by roll call. Staff will finalize signatures and continue coordination with city planners on road fixes and potential offsite improvements.
