Staff noted the Oak Hill Special Service Area (SSA) currently holds roughly $39,000, meaning the village would need to finance construction up front and reimburse itself through SSA levies over time. Staff offered 10-, 15- and 20-year repayment options designed to smooth homeowner impacts.
The presentation explained that some vendor bids include three years of maintenance built into the price; if the village backs out that maintenance portion the construction-only cost falls closer to prior estimates. Staff walked the board through per-household impacts under different scopes. For the full high+medium scope amortized over 20 years, staff estimated the average homeowner would see an annual SSA increase of about $170 (presented as a change from roughly $2.72 to $4.42 in the annual SSA levy calculations shown to the board).
Staff also described ongoing upkeep needs — for example, dredging or creek maintenance that previously cost about $10,000 — and said proposals include a three-year maintenance budget to allow plantings and vegetation to establish. The presenter described outreach plans to Oak Hill residents (mailings and banners at subdivision entrances) and said staff will return with a levy ordinance for the board to consider in December if the board elects to proceed.
One trustee urged doing both the high- and medium-priority repairs now to avoid higher costs later; staff said they would meet with residents and bring the full amount back in December for an ordinance and vote.
