Commissioners approve multiple construction change orders, transfer Young Road project to EWSU

The Vanderburgh County Board of Commissioners approved a series of infrastructure actions on July 9, including change orders, project closeout transfers and scheduling adjustments.
County staff presented Change Order No. 1 for the Pine Place storm sewer pipe replacement (VC24-03-02), noting an increase of $25,884 to address unforeseen existing storm-sewer conditions; staff member Jesse showed photos of the damaged pipe and recommended approval. Commissioners moved and approved the change order by roll call.
For the Young Road lift station and sewer extension (VC24-04-02), staff described the final closeout procedures that produced a net decrease of $49,997.40 based on final measured quantities. The board also approved transfer of ownership of the completed Young Road project to the Evansville Water and Sewer Utility; staff reported the final construction cost at $1,810,581.35 and confirmed the project was complete.
The board approved a change order on Oak Hill Road (contract R-41778) increasing cost by $7,737.50 to excavate rock encountered before water-line installation; staff said Evansville Water and Sewer Utility will reimburse the county and the change order is required to process payment through the Indiana Department of Transportation.
A timing-extension request for Mann Road pile repair (VC24-03-04) was granted to allow crews to finish without re-closing the road; staff explained the extension moves the closure from the original July 1 reopening to July 12, 2024, to complete work without additional traffic reflagging. Finally, staff submitted a Notice of Termination for Kansas Road Phase 2 to the Indiana Department of Environmental Management indicating land-disturbing activities are complete.
Jesse explained the final-quantity accounting process for closeouts: "So, basically, this is the final closeout, for the construction phase on this project... and then you get a final change order of the increase or decrease," he said. Commissioners moved and recorded approvals for each consent item.
