Among contracts approved, the board authorized a small contract with Southwestern Indiana Land Title Inc. to prepare short mortgage reports for Affordable Housing Trust Fund applications ($2,000 total) and a $41,500 contract with Veritas (an Indianapolis consulting firm) to provide real‑estate development consulting to support the mayor’s Blue Ribbon Committee.
The board approved several construction change orders: a $11,175 increase for ADA curb ramp improvements with Rivertown Construction LLC (new total $306,949.59); a $46,107.49 decrease for mill and overlay Phase 3 with E and B Paving LLC (new total $388,870.61); and a $17,585.10 increase for retaining wall work on Walnut Phase 2 (Contract R41598), resulting in a contract total of $14,251,920.77. Staff said the retaining wall change involved switching backfill to a flow‑fill type to avoid encroaching on private property.
On right‑of‑way matters the board read appendix A of permit applications and followed staff recommendations: it approved permit applications listed in item 1 (multiple permit numbers noted), denied item 2 and tabled item 3 to allow further review or applicant participation. Staff also raised one previously approved permit (application 1733) for possible revocation because the project scope changed and the applicant now proposes on‑site parking; staff said they would notify the applicant and provide an opportunity to appear.
The board approved final road closures and event permits, including lane restrictions on South Cullen Avenue for Sept. 6, and closures on Sycamore and Main streets for sewer and water work. Staff noted emergency access would be maintained for most closures; a school drill event at Hillcrest required barricades and the board approved the necessary support.
A late submittal from Right to Life for a street closure at Old National Events Plaza initially lacked a certificate of insurance and a waiver; staff later received the COI and waiver that afternoon and the board approved the request. The board also accepted a donation of 40 feet of right‑of‑way along Lincoln Avenue from Bray LLC and approved bills and payroll. All motions in the meeting record were approved by voice vote.
